The AER has revised the AusNet Gas Services, Australian Gas Networks (Victoria and Albury) and Multinet Gas Networks’ reference service proposals under the National Gas Law and the National Gas Rules for the period 1 July 2028 to 30 June 2033.

Under the NGL and the NGR, the AER has the function of reviewing and approving reference service proposals for gas networks. A reference service proposal sets out the terms of services for an upcoming gas access arrangement.

On 1 October 2026, the AER made its decisions on AusNet Gas Services, Australian Gas Networks (Victoria and Albury) and Multinet Gas Networks’ reference service proposals. The decisions were to not approve the proposals because we considered the proposals were not consistent with the regulatory requirements due to classification of the abolishment service as a reference service, and the inclusion of no access (gas meter) and incomplete meter fix as services.

The AER has now revised and published the reference service proposals. The key changes between the initial and revised proposals are the reclassification of the abolishment service as a non-reference service and the removal of the no access (gas meter) and incomplete meter fix services from the services list.

The next regulatory step is for the AER to make decisions to give effect to the revised reference service proposals.
