Under clause 6A.9.4 of the NER, the AER's transmission determination for ElectraNet must set out the Negotiated Transmission Service Criteria (NTSC). The NTSC determined by the AER must give effect to, and be consistent with, the negotiated transmission services principles set out in clause 6A.9.1 of the NER.

Proposal - Pass through event proposal
On 2 August 2012 the AEMC made a rule change providing transmission businesses with the ability to nominate additional pass through events as part of their revenue proposal. The AEMC rule change included transitional arrangements which allowed ElectraNet 30 days to propose the events that should be defined as pass through events for the purposes of its Revenue Proposal. ElectraNet submitted its pass through event proposal to the AER on 29 August 2012.
