On 15 August 2024, the Australian Energy Market Commission (AEMC) made the Unlocking CER benefits through flexible trading  rule change. This rule change introduced a number of incremental reforms intended to enable emerging and innovative CER products and services to be delivered and integrated into the National Electricity Market.

We received cost pass through applications from the following DNSPs seeking to recover costs expected to be incurred as a result of the rule change, largely to upgrade relevant IT systems and operational processes.

  • AusNet Services (on 14 November 2025)
  • Jemena (on 4 November 2025)
  • CitiPower (on 29 September 2025)
  • Powercor (on 29 September 2025)
  • United Energy (on 29 September 2025)

On 30 April 2026, the AER published its determinations under clause 6.6.1(d) of the National Electricity Rules (NER) that a positive change event occurred for the above mentioned DNSPs. Details of the AER’s assessment against the relevant factors in the NER are set out in our decision documents
