Proposed negotiated transmission service criteria

Under clause 6A.9.4 (NER version 109) of the NER, the AER's transmission determination for AusNet Services must set out the Negotiated Transmission Service Criteria (NTSC). The NTSC determined by the AER must give effect to, and be consistent with, the negotiated transmission service principles set out in clause 6A.9.1 of the NER.

By virtue of clause 11.98.8 of the NER, the provisions for negotiated transmission services in version 109 of the NER continue to apply in Victoria.

We invited energy consumers and other interested parties to make submissions on the proposed Negotiated Transmission Service Criteria for AusNet Services by Friday, 13 February 2026. No submissions were received.  

Issues paper

On 12 December 2025, the AER published an Issues paper for public consultation. The Issues paper highlights the key elements of AusNet Services transmission revenue proposal and identifies issues that are likely to be a focus of the AER’s assessment and engagement with stakeholders. We welcomed submissions from stakeholders by 13 February 2026.

Stakeholder forum

Consumer engagement is a valuable input to the AER's determination. Stakeholders can assist in this process by providing their views on aspects of the AusNet’s transmission revenue proposal. 

On 17 December 2025, the AER hosted an online public forum for stakeholders to ask questions and share their views on the AusNet's 2027-32 transmission revenue proposal.
